Does eBox Platform can control my bandwidth by IP, or IP range???

There is a traffic shaping module which may determined your bandwidth by setting guaranteed or limited rates. This can be done by service (port/protocol), source and/or destination.

So yes, you can do it. If you need IP address range, you may create a network object (Objects) with your IP address range.
