Local settings not roaming

I know that I need to run gpedit.msc and User Configuration → Administrative Templates → System 'Exclude directories in roaming profile'.

However...even after making these changes on every computer the local settings folder is not roaming.  I thought maybe the default policy that ebox uses may be preventing this?

On the File Sharing entry in eBox you can enable/disable the roaming profiles. What do you have there?

Roaming profiles are enabled...favorites / my documents all roam fine...but the 'Local Settings' does not seem to roam.
