qos limitation minimum to 60 kbps

Hi, I have a question related to QoS configutarion

In gatwey section/traffic modeling, trying to create a rule the value of the guaranteed rate has a minimum value of 60 kbps and I need to create the rule with smaller value or %. Is this possible to do that with zentyal?
