2400 kbps in Guaranteed Rate in bandlimit?

Why i can't set better 2400 kbps in Guaranteed Rate :(, my limite interface of Upload and Download is 100000.

any ideas?

Do you have any other rules with guaranteed speed ? If so try to add the guaranteed  bandwidth.
The total amount of the bandwidth from all the rules must NOT exceed the interface speed or declared speed.
