Son dos cosas diferentes:
1. WAN Failover
2. Load balancing
WAN Failover activa la otra interfaz automáticamente cuando la interfaz principal se cae.
Esto no es muy eficiente, pues tendrás una conexión sin hacer nada la mayor parte de tiempo.
Load balancing (Balanceo de carga) es distribuir la carga sobre las dos interfaces.
Por lo que me recuerdo, en Zentyal esto aun no funciona bien, pero tal vez en las ultimas versiones hay mejoras.
En cuanto a las reglas, en el foro hay varios temas donde se trata de balanceo de carga.

Stuart has a point.
Zentyal 3.4 is based on Ubuntu server 13.10, which is a non-LTS (Long Term Support) version.
Zentyal 3.5 is based on Ubuntu server 14.04 LTS.
At any rate, I'd prefer Ubuntu LTS on my server.
That's why Stuart recommends trying it on Zentyal 3.5.
I will jump on Zentyal 4.0 later this year.

Es wurde mehrfach angefordert, aber bis jetzt hat es nicht umgesetzt.

Si lo que quieres es moldear el trafico P2P sin bloquearlo de todo, lo puedes hacer en este modulo, en ambas interfaces (up-down).
Pero si lo que quieres es simplemente bloquearlo, esto deberías hacer en el modulo cortafuegos.
Tal como aparece en tu captura, solo hay una regla que permite todo. No estas bloqueando nada en absoluto.
Como dije, P2P es dificil de bloquear, personalmente no he visto la primera solución real en este foro.
Lo mismo va por el bloqueo de Facebook, Youtube y otros.
Hasta ahora lo único que ha funcionado es una lista "blanca" de puertos / IP's permitidos y bloquear todo lo demás.

Sadly, nobody from the Zentyal team commented on this.
Vlan's are often used to segregate traffic. I think it is very important to be able to set a "non-routing" policy in Zentyal when it comes to vlans.
It has been asked before on the forum.

Bien, primero que todo creo que las reglas del cortafuego van en la parte "trafico entre redes internas y hacia el Internet".
Ahora me muestras hacia Zentyal y saliendo de Zentyal, ahí no es.
Segundo, como es P2P el proxy transparente no tiene que ver. Solo trafico en el puerto 80 (http) es interceptado, P2P puede usar cualquier otro puerto.
Deberías examinar los ajustes en el servicio "P2P" como puerto y protocolos para estar seguro que la configuración es correcta.
Y tercero, si son aplicaciones como uTorrent con encriptación de trafico, dudo mucho que el filtro moldeado de trafico lo detecta.
Para esto, se requiere algo llamado "deep packet inspection" y esto no creo que lo tiene Zentyal.
Por ultimo el moldeado de trafico se puede configurar en las interfaces externas (moldear la subida) o en interfaces internas (moldear la bajada).
Esto puede ser un poco confuso.

Add Youtube to your blocklist and set the filter policy "strict".
You can also add Googlevideo to your blocklist.
If it still doesn't work, verify if people are using https: to access Youtube.
If they do, you're looking at firewall policies and or dns tricks to block it out.
In the end https blocking comes down to whitelisting sites and block all other.

GCC = Google Global Cache.
Sometimes, Youtube is being served from your local ISP.
I'm on Telmex (for example) and we are using a Google cache for Youtube content.
If you were trying to block on firewall level, it would be difficult.
As far as HTTP proxy rules, they -should- work for Youtube but looking at the actual video url, it is quite different:

This is (better said, has just become) a known issue.
You should only have internal interfaces on your box, as it sits on your local network and does not route.
WAN should NOT be checked.
I've read about at least one similar case on the forum. This is something the Zentyal devs have to solve.

Dat ligt eraan wat voor software. Het is zeker mogelijk om andere paketten samet met Zentyal te gebruiken, maar er zijn uitzonderingen.
