Virus filter not working

I'm trying the system on a new hardware appliance and I cannot get the virus filter to work. It is installed, enabled, and turned on in the default config in http proxy. However, it still does not filter the eicar test virus or anything else I try. Am I missing something?

Check if the test user is using a filter profile with antivirus check enabled...
