VPN Daemon not auto started after reboot?

Running Zentyal server (2.2.7) on a dedicated machine with the VPN services enabled. Yesterday I was having some issues with my cable provider which necessitated my cable modem being reset, in the process I also reset my zentyal server just to be thorough, however I noticed today that although the VPN service is enabled, the module status window reported it as "Running" and AUTOSTART is set to ALL in the init script, that the Daemon Status was still reporting "Stopped." Simply hitting the "Restart" button in the module status section on the dashboard fixed the issue but I'm curious why it did not auto start. Any ideas?

VPN module uses upstart scripts and not the init.d script to start the daemons.
