Apt-check using 100% cpu

I am running Zentyal as a virtual machine on a fairly low spec. box
Running top, I notice that apt-check hogs a huge amount of cpu and seems to be running almost permanently.
I am not sure what calls it as I have disabled auto check for updates in the GUI.
It seems to be a cause of a very slow web interface.

Can I disable apt-check and if so how and will it cause any problems if it is disabled?
I know it is a link to a Python script.  Could I just chmod it to non executable?
