Have you enable Firewall logs under "CONFIGURE LOGS"?

To quickly verify that the firewall is performing SOME action all you need to do is open a terminal on the server and enter

you will see messages like "-firewall  drop IN=eth0 "    or similar.   If you have firewall activity but no logs it is time to start tracking down why.  There can be many reasons why.
