[SOLVED] - Can't start File Sharing and Domain Services

When I try to start files sharing and domain services, the little icon just keeps spinning, see attached.
I am trying to set this up as an additional domain controller.

SOLVED!!!

All related to how my primary servers DNS''s replication was setup.
See link below, and follow and it will solve issues when you are unable t0 add an additional DC.
