Group Policy and Windows XP

I'm new to Zentyal Server, running 3.5 and unbuntu 14.04.

I have been searching for a few hours now, and maybe I am being stupid, but is it possible to edit group policy without RSAT? I understand that RSAT doesn't work without windows XP, but I don't see an alternative.

Am I stuck? or does someone know a way to do this with XP machines?

Group policies are purely MS so guess it will always require a MS machine.

There is no linux equivelent that I know of and doubt there will be.
