Does anyone know how to get the files filter to actually work consistently?

Mail Filter - Files ACL

The filter only occasionally blocks zip files, it will block exe consistently but not zip, which ironically, was the only reason for installing the Mail Filter module.

Does anyone have any experience getting the files filter to actually work?
