Default Owner on Web Folders

Hello all,

Anyone know why the system creates websites folders (in /srv/www) with the owner "root" by default?
This while to operate the sites, must be replaced by the owner of apache2 (www-data).
How can we change this default behavior to not be forced to connect to the folder and do a "chown" every time I created a website?

I find that web folders ownership are defaulted every time I reboot the box too as a further irritation.
Everytime I reboot I need to chown before any of my hosted sites are visible on the web.
