Questions re: group shares

How do you configure an admin to be able to read/write within a group share? Our share is made under 'File System Path' for the group 'Public'. The setup has worked fine but I need to clean out and reorganize the folders/files because it is getting messy. I would rather be able to clean it up from under my name than having people move the items they placed themselves. If I go to access control under 'Public' share and add my name to Read/Write or Administrator privileges, it locks up the share until I change it back (no one can access 'Public'). Any ideas?
